I don't get why Hitler is on these lists.

If you base it on people killed he isn't top 3.
If you base it on cruelty he definitely isn't top 3
If you base it on overall career he isn't top 3 (he did a lot of good for Germany whereas some of these guys were nothing but murderous fukks)

People are naming great dictators because they have high kill counts, the question is not who has caused the most human suffering or needless loss of human life but who is the most evil. Dictators such as Stalin and Pol Pot killed partially as a means to an end, to keep power or for political gain, IMO the most evil people in history would be people who killed not for specific reasons or power but whose motivations were solely that they enjoyed killing and causing suffering, i.e serial killers and psychopaths.
