What really baffles me is that Chicago was also a finalist. What the the hell did the Americans do - or didn't do - that resulted in the in the IOC voting Rio? Or did someone piss someone off on the voting committee?

Chicago was in huge debt/underwater, had recently dropped in credit rating with mooney, and most of all, did not pay off the IOC.
