The gov can only ban chemicals that go in them, since they are labeled not for human consumption. If a chemical gets banned, they just change the composition or mix and it is legal again

You realise it isnt actual bath salts, right? It's an actual drug, that looks similar to bath salts and is packaged in fake 'bath salts' packaging, so they can claim it's 'not intended for human consumption' and can go ahead and sell it in shops.
