Is it ghetto to say "is" instead of "it's"

For example:

Instead of saying, "It's not that bad"; you say "Is not that bad."

Likewise:
"It's cold outside" transforms into "Is cold outside" .... "It's not mine" becomes "Is not mine"


Is this usage fine, or does it come across as ghetto?
