Agreed with other posters saying the dude was out of line, and that her seizure means she likely had a traumatic brain injury.

If she deserved to get hit - I'm assuming she did - he should have just smacked the bish. Not violently hurl her head to the concrete, which could easily kill a person if not worse (e.g. make them a vegetable or quadriplegic for life). It's not about the gender of the person that was hurt. You just don't do what he did unless the circumstances are EXTREME. And I doubt they were here. He needs to be criminally charged.
