If it was that cold where I couldn't physically do anything then that's exactly what I'd do. Nothing. If he has a problem with that then fire me. I'd obviously try, but if it's killing me then no thanks.
I had the opposite experience in Australia, working in 113 degree weather with sweat dripping in to my eyes, feeling faint, and short of breath. But there's a culture there where you just power through with it. Man up. Obviously if you're getting heat stress you sit down and take 5 but on the whole people put up with it.
Makes the 9-5 in the office I have no seem like a (cool) breeze.

Midwest Cable Guy here, if this is your first bout with cold weather you'll harden up after awhile.
Like everyone has said here, layer up and wear GOOD gloves, not mechanics gloves or the ones your grandma nitted you for your birthday. Buy heat packs if you need too. I wear long johns, PJ bottoms under my Wrangler Riggs, Redwing boots with alpaca socks and I'm good to go for blustery conditions and tempatures well under 0 degrees.
Just learn to harden up to the conditions, or perhaps you need to look for another gig, some bros aren't cut out for this type of work.

I won't say anything that anyone else hasn't said. But you need to be dressed for the weather and prepared. Keep dry clothes in your car and always dress for a colder temp. Working in the cold isn't fun, but when you're dressed properly its not that bad.
