Imagine a blind lady walking with her service dog. The dog is looking out for cars and then you distract him. Blind lady gets run over. The dog has a job to do and shouldn't be distracted.

Long term, you don't want to get the dog accustomed to abandoning its job and interacting with random strangers. Also, a disabled person has to bring their dog everywhere. So, if they were allowed to be petted, the disabled person would be harassed everywhere and spend half their lives letting people pet their dog.

They literally have a huge orange vest that says "DO NOT PET!" just like police dogs have when in public.

Maybe he has epilepsy or PTSD from combat

In my experience, service dogs get treated like chit by cripples. Seen a few in motorized wheelchairs where the dog is getting yanked around. More empathy for the dog than the cripple srs

Regardless of his situation, his reaction was over the top. And you KNOW he'd never have that kind of response to a full grown adult male. He only did it to some teenage girl because he knew there'd be no real consequences.
