I would agree that it is more common for women to be hard coded to be sexually submissive...although clearly there's a spectrum and most people play along it.
But relationship dominance isn't necessarily the same. Not meaning the thrill of the chase, that's linked with the sexual side, but the ability to form a decent and mutually fulfilling LTR that has a chance of succeeding has little to do with dominance and more to do with mutual respect, enjoyment of each other's company, common and uncommon grounds and basic interest in each other.
