For sure you would hack everything in sight if you were the CIA, it's absurd to think they would do otherwise. It's also likely you would keep the full breadth of your abilities silent, and it would make sense you would release obsolete abilities no longer relevant to maintain this. It's much more likely these tools are obsolete and have been dumped in the public view than to presume they fuked up, it's always best to assume competence.
The simplest answer is they are as competent as they seem, that secret abilities remain so despite public statements to the contrary, and the competent thing to do with hidden abilities is to encourage the idea that these abilities are in fact in full view. I mean... if *you* were in the same position with the same aims and concerns, wouldn't you to exactly that or something very close to it? I know I would, the truth is probably something pretty close to it.
