The changeroom is a special case, but one I also treated by saying that women were cleaning the changerooms in Berlin when I was standing there naked, and also commenting on marks they saw on my body. I quickly learned that being naked in front of random women isn't that big a deal, and this isn't some CFNM fetish believe me.

I use locker rooms to change into gym shoes, take off my jacket etc. Also shower there If I workout in the morning before school/work

I can only speak on behalf of UK but they are most definitely not common here. Most sections are seperated anyway, men’s clothing are in one section and women’s in another, so there wasn’t really much reason to anyway. Topman made the move to have gender neutral rooms all because a tranny was denied access to female rooms and felt offended.

That's what I'd assume. It seems like a reasonable person would understand that they might make people uncomfortable and act accordingly. It seems like the person OP ran into lacks common sense or has some other motive.
