It's time for a forum rule revamp

Our list of forum rules are very long, and most of those rules aren't even enforced. We would probably be fine with maybe 5 rules max. Having a long list, but only enforcing certain rules is just too confusing imo.

Thoughts?

Rules are getting out of hand for sure, mods are becoming like actual police, enforcing some rules more than others, playing favorites and such.
