Yes. In the UK, it's now the norm to have colorblind casting. You have historical dramas about ancient Greeks where the roles are being filled by black actors.

Unless the director himself has a bigger name in Hollywood that Ben Affleck or Matt Damon, they're not going to do that. They specifically wanted to cast a "Matt Damon" actor so they can put bodies in theater seats. You can't have an entire cast of unknown actors and expect to make much money off of the film, unless its something truly spectacular, and more often than not....its not.

For example, the newest Independence day movie was suppose to star Will Smith, but he opted out so they cast Liam Hemsworth as the lead role. He's not a big name actor, but he looks close enough like Chris Hemsworth that most movie goers can't tell the difference.

Its cheaper and easier to cast a big name actor in a cliche popcorn flick, than to actually try to make an original movie with a unique and unknown cast. So, no a director is not going to pass up casting Matt Damon or Ben Affleck in a movie role if they want to star in a movie. Remember, all of these guys openly known to be dicks IRL and are a pain in the ass to work with yet they still get leading parts in movies, because they sell tickets.
