You can't drink some booze on a beach under 21 but you can be killed on one as long as you're in a military uniform.
Watch the puzzled expression of people when you ask how someone can be both incompotent to drink but compotent enough to take life and be put in life and death situations.

Ive been pulled over a few times breaking the law, one time was speeding with expired insurance, but my cooperation he let me go if I got picked up and parked the car on the side of the road.
Cops have a tough job, let them do their job and stop thinking you own the planet with your 'feels'

If he chooses to cite her, he needs to be able to identify her. If she cannot be identified..she goes to jail for it as opposed to being given a citation.
If someone commits a crime, even a minor one, if they refuse to identify themselves you can't just say "Whelp, golly...I guess you're free to go with no repercussions then!"
ITT and society people seem to think cops make up laws. Blame your congressman, not the cop.

I dunno how it works in the US. But here in Australia if you are just respectful and apologise they just tip out your alcohol and go on their way. Might seem like a small thing but you're still breaking the law drinking in public so the cops have to do their job. If you get caught don't get mad, it's your own fault.

Even if they are in their rights, it's not worth it with all the bystanders around. Entitled losers are everywhere now. I see them all the time at work (EMS). I don't have any power to do much about it other than talk **** to them and piss them off.
If I was the officers here, I would have confiscated their cooler and fcked with them for acting like pieces of **** about it. Other than that, not worth it to arrest anyone or drop hammer fists, even if the woman is a stupid kent.

What ever the cops reasoning for “investigating” her is on them. My only issue with what I saw within both videos is the fact that he used excessive force. Clearly in the video, right before he starting to punch her in the head you can clearly hear him lose his professionalism.
