The bald guys are normally executives or CEOs. I'm literally the only bald guy on my team. I used to be the most fit guy 6 months ago before cancer destroyed my strength and endurance.

Genetic hair loss in men occurs because they typically have more of an enzyme called 5 alphareductase, which converts free testosterone to DHT. Their hair follicles are sensitive to the latter, which attacks hair growth, making it sparse, until baldness occurs.

Hair loss strongly correlates with facial hair growth as well. Doesn't make much sense to correlate it with low t or high e. It's clearly the opposite. Although many masculine guys maintain a good hairline as well. And many beta guys go bald.
