Like scalp hair, it probably comes down to the androgen sensitivity of your hair follicles and not androgen levels. And this is probably why people with strong hairlines also have trouble growing beards, because androgen sensitivity is what causes both scalp hair loss and facial hair growth

my hair on my head grows fast and thick as phook.

Testosterone levels have relatively little to do with anything. Androgen receptor characteristics are always more important phenotypically. They just can't be measured or altered.

However, testosterone is obviously still important otherwise women would grow beards.

The androgen pathway can't really be simplified like this. There are specific genes that the activated receptor complex targets and these other genes are simply different from person to person. However, suggesting that two men with equal testosterone have equal androgen 'levels' (as far as a cell is concerned) isn't accurate either.
