I dealt with something similar before, this gay guy in the ghetto was supposedly beaten by 6 guys with bats, he didn't have a mark on him. We just wrote him the report and then cleared up.

Also refused access to his phone after claiming that he was mid call with his manager during the altercation. If someone put a rope around my neck that would be off asap. Seems like a natural reaction to me to remove it.
