As I recalled back in 1999 when I was in school I was taught they vote it passes. Then veto. Then they have to get 2/3 majority.

Having over the votes before he vetos doesn’t remove his veto ability. He still could veto then they need to revote.

Am I right?

Pretty much. Had Hillary won, we would have open borders right now. Beyond putting the military on the border and calling a national emergency to build the wall, how much can the executive branch do. The issue is that the GOP is open borders like the Dems.

Here's the deal my parents brought my brother, sister and I to the states in 1977 and we took advantage of the amnesty program back in 90's. I've never been to jail, been on food stamps and have worked my ass off so I can provide for my family (I'm a single dad). We're here because of a promise that had no foundation, yes we need border security which could be taken care of by more man power and better technology.
