I don't think the driver had a passenger in the vehicle. You probably saw a reflection of the officer in the window.

Hernandez Morales had at least five prior arrests for violations including possession of a concealed and loaded firearm, assault on a peace officer, and driving under the influence. It’s unclear if he was convicted on any of those charges. He had “a few warrants” out for his arrest and went by “several aliases,” delaying the release of his identity, but officials did not provide details.

Awesome job out of the Deputy. Curious how many of her shots hit/missed but I havent seen it mentioned in any article yet.
