He didn't risk anything either, he got frustrated and continued PICKING UP TRASH LIKE A GOOD CITIZEN when he was treated UNFAIRLY as a SECOND CLASS CITIZEN and told he had to "PROVE HE HAD A RIGHT TO BE THERE" ON A PUBLIC FUKING SIDEWALK IN FRONT OF HIS PLACE OF RESIDENCE. I think policing in general was a lot less aggressive tho...it was mainly after the three strikes type laws and broken window laws that the per capita incarceration skyrocketed.
