How would the senator even get the bill? The waitress would have to know who the person (senator) is, hand them the bill, and let this unfold. I think that's highly unprofessional, and the business should pay for the malfeasance.

Some restaurants enforce a minimum 17% added to bill. You can tip add'l if desired. That 17% is the same as raising the wages of the employees and raising the prices of the food. By keeping it optional, it (usually) keeps the service quality up.

I try to give a flat fee tip, not based on percentage. Typically around $3 per person at the table. Sorry but if I decide to order the $30 steak rather than the $15 chicken breast, that means absolutely nothing to the waiter and they should not be tipped differently.

I thought the whole point of tipping was to motivate better/faster service from the waiters, in which case you wouldn't be leaving more than 10-15% bar exceptional service.

Not much I don't like about the US but tipping culture is one of them. Especially as you don't include tax on the list price before you know it a $30 bill is $50.
Also the notion that you should tip a % of the bill is ridiculous. The waiter does no more or less work bringing you a $50 steak or a $12 salad.
I do usually add a 10% tip when I eat out in the US because although I don't like it I respect the culture and I'm too retarded to work out any more complicated %. But I never tip on the food truck/chipotle style restaurants.
Oh also tipping at bars? $1 for every drink? Fuk that.
