I think where things need to start for the police in the USA attending call outs like this is they need to decide early on how many cops they need on the scene. You dont need 50+ cars and 100 officers for 2 dudes in a ups van.

Perhaps decision making might be more sound without 20 cops shooting all over the shop at the first chance.

What they need to start doing is holding these cops responsible for their crimes instead of having a system in place which justifies itself investigating and justifying it's own criminality.

The reason we have all these police shootings is because each and every time any cop fires off a shot they get a paid vacation 2 weeks off paid for by the state tax fund and a farce investigation where they wait some time for the public to forget then sweep it under the rug.

The public needs a public investigation and a separate criminal justice system just for cops with special prosecutors not corrupt District Attorneys that have lunch and dinner with police commissioners.. These police unions that defend their own criminals behind their blue line should not even be allowed to exist they are unconstitutional and only serve to protect themselves not the public citizenry.

The current system is just a one way street and as long as it's in place these events will always keep occurring over and over again. It's a 911 Police state where they label themselves the white hats and anyone else a black hat. I've met some cool cops who I appreciate doing their service, then I've met some douche-bag cops who gave me a hard time because apparently "I look like someone they arrested last week" kinda goes with that narrative that any black dude they assume has an arrest record.. This did not end well but the cops are in a tough spot and this could have ended even worse.

What if instead of a gunfight at an intersection, the police decide to stay back and now the UPS trucks decides to pull into a crowded McDonalds and take it over with now 20+ hostages?

Given this possibility, cops are forced to pursue and with the suspects shooting at them evertime they are in range, you have to defend yourself and engage back.

Again, not an ideal ending but could also have been worse when dealing with low life criminals like these.
