Another Beijing official has sounded off about the communist nation’s perceived dominance of the South China Sea region, this time coming as an alarming threat of inflicting mass casualties on the U.S. Navy.
During a Dec. 20 speech to the 2018 Military Industry List summit, China’s Rear Adm. Luo Yuan, the deputy head of the Chinese Academy of Military Sciences, added fuel to the South China Sea fire when he stated the key for Chinese domination in those hotly contested waters could lie in the sinking of two U.S. aircraft carriers, according to a report by Australia’s news.com.
"What the United States fears the most is taking casualties,” the admiral said, before adding that such an attack on two of the U.S. Navy’s steel behemoths would claim upwards of 10,000 lives.

Xi'an Aircraft Company, which makes China's most prominent large aircraft, among other responsibilities, has its primary plant located at the sprawling Yanliang Air Base that also houses China's Flight Test Establishment, as well as academic institutions that deal with aircraft design. In a high-resolution satellite image we exclusively obtained from Planet Labs that was taken just 48 hours ago,the breakneck pace of Y-20 strategic transport production is abundantly clear. The photo of the base includes no less than 20 Y-20s, the most we have ever seen at the installation based on a number of high-resolution images available for review that span a number of years.
Although it is far less exciting than its indigenous fighter jet counterparts, the Xi'an Y-20 is just as, if not more important, when it comes to China realizing its extra-territorial ambitions. Being able to haul outsized loads over international distances with an aircraft that does not rely primarily on support from foreign entities gives Beijing the high-speed logistical reach it needs to support its growing number of bases and military engagements far beyond the Chinese mainland. In other words, the Y-20 is essential to China's core foreign policy and defense strategy.

The Chinese naval shipbuilding industry maintained its impressive production rate in 2019. In the past week alone, no less than 3 destroyers and a corvette were launched by various yards.
The Dalian shipyard (in the North of China) launched two more destroyers for the People’s Liberation Army Navy (PLAN) on December 26, 2019: The 23rd Type 052D destroyer and the 6th Type 055 destroyer.
On December 28, 2019, the Jiangnan Changxing Shipbuilding and Heavy Industry Corporation (Jiangnan-Changxing) shipyard located North East of Shanghai, on Changsing island launched yet another Type 052D destroyer for the PLAN, the 24th one.
This brings the total number of destroyers launched in a single year to 10: An unprecedented record.
According to Chinese netizen Loognaval who manages to keep track of the latest Chinese naval shipbuilding developments,no less than 28 surface combatants (totaling roughly 153,000 tons) were launched for the PLAN this year. Majors Chinese shipbuilding events this year included the dual launch of two Type 052D destroyers, the launch of the PLAN’s first Type 075 LHD, or pictures showing a mind blowing 15 destroyer (plus an aircraft carrier) at various stages of completion at Jiangnan Changxing Shipbuilding.
The Chinese yards have been quite successful on the international front as well, with the keel laying of a submarine and contract signing of an LPD for the Royal Thai Navy, steel cutting of frigates for Pakistan and the launch of the first LMS for Malaysia.
Last but not least, China’s main two state-owned shipbuilding companies, CSIC and CSSC, were officially merged November 26, 2019, creating the largest shipbuilder in the world: China Shipbuilding Group.

Two independent sources told the South China Morning Post that the Chinese navy had tested the JL-3, or Julang (or “Big Wave”) missile – which it ultimately intends to pair with its next-generation nuclear submarines.
It was launched from Bohai Bay in the Yellow Sea late last month, with the warhead landing in the northwest Gobi Desert in Xinjiang.
Unlike the previous three tests, which used a conventional Type 032 submarine, the latest launch was conducted using the Type 094 nuclear submarine, according to one source. But the military ultimately plans to arm the Type 096 submarine with the missiles, a process that could take years to complete.
The JL-3 test was first reported by The Washington Times on Christmas Eve in an article that cited Pentagon sources who said the launch had been conducted on December 22 and monitored by US satellites and other intelligence platforms.
Chinese military observers said Beijing’s missile tests were in response to moves from US President Donald Trump to target the country – along with Russia and North Korea – in his deterrence strategy.

Marked confidential, the notices invited bids from potential suppliers.
Although the detailed requirements for such equipment are unknown, it is likely to be a new type of tactical assault weapon, rather than laser guidance devices for missiles, which are already widely in use. The notice titles supported this idea, said Global Times, the nationalist tabloid published under the auspices of Communist Party mouthpiece People’s Daily.
Global Times reported that this type of airborne laser weapon could be a tool for aerial interception to take down incoming missiles or shoot down hostile aircraft in a dogfight.

“Nanchang made an appearance at the parade as part of the celebration but much of its equipment – including radars, communications and weapons systems and other works – had not actually been finished,” one PLA insider said.
Another military source said the Nanchang, which has a displacement of 12,000 tonnes, had been undergoing sea trials and weapon systems tests in the past eight months.
Xinhua said the commissioning of the Nanchang, which is equipped with air-defence, anti-missile, anti-ship and anti-submarine weapons, represented a “generational leap” in the Chinese navy’s destroyers.
It is seen as one of the world’s most advanced ships of its type – behind only the US Navy’s Zumwalt class – and is Asia’s largest and strongest destroyer.
Beijing-based naval expert Li Jie said the Nanchang and its five sisters ships would have a key role in China’s aircraft carrier strike groups.

Called the JARI, the unmanned surface vessel is said to be the world’s first USV with multiple roles – anti-submarine, air defence and surface combat – and powerful weaponry.
The prototype was launched in August and was recently photographed during a sea trial, according to a report in the latest issue of Ordnance Industry Science Technology. It did not give details of when or where the trial took place.
Equipped with an active phased array radar and other advanced electronic systems – similar to those on the US Arleigh Burke-class Aegis destroyer or China’s Type 052D guided-missile destroyer – it has been dubbed the “mini Aegis destroyer”. Its sonar system can track underwater targets 7km (4 miles) away.
The 15-metre (49-foot), 20-tonne (22-short ton) ship is being developed by China Shipbuilding Industry Corporation (CSIC) and has a range of 500 nautical miles and a top speed of 42 knots.
Its weaponry gives it the scope to carry out anti-submarine, air defence and anti-ship missions. The drone has a 30mm (one-inch) cannon, close-range air defence missiles, two small surface-to-air and anti-ship missile launchers and two anti-submarine tor**** launchers.

China now world's second biggest weapons producer: researchers
The opaque Chinese arms industry has made the Asian nation the world's second largest producer of munitions, a clear shift from a decade ago when China relied on imports, researchers said in a new report Monday.
The report by the Stockholm International Peace Research Institute (SIPRI) suggests thatChina's weapons production, which has previously been shrouded in mystery owing to a lack of transparency, has grown as three of the world's top 10 arms companies are Chinese.
"We can with confidence say that China is the second largest arms producer in the world, behind the US and ahead of Russia," Nan Tian, co-author of the report, told AFP.
The report notes however that the lack of transparency remains an "important caveat" when studying the Chinese arms industry.
The vast majority of the estimated $70-$80 billion (63 to 72 billion euros) worth of Chinese munitions sold every year are bought by the different branches of China's People's Liberation Army (PLA).
This still represents a dramatic shift over the last 10 years as China in the past was a big importer of weapons from Russia and Ukraine.
"They no longer need to rely on other countries for their weapons," Tian said.
Chinese arms companies are also much more specialised than their international counterparts.
Aviation Industry Corporation of China (AVIC), the country's largest arms company, for instance, mostly produces aircraft and avionics, while most large non-Chinese producers cover a wide range of military products.
- 'Reasonably reliable estimates' -
SIPRI researchers have previously struggled to obtain reliable data on the size of the Chinese arms industry, since the producers are all state-owned entities.
"Everything is locked under the term national security," Tian said.
In the report the researchers have looked into four specific Chinese companies, all of which rank among the world's top 20, and say that with an increase in the available data on these companies "it is now possible to develop reasonably reliable estimates of the scale of the Chinese arms industry."
Though there are no official statistics on Chinese arms exports available, the report notes that the Chinese arms "industry has developed to a point where there is an increased demand for its weapons overseas," and estimates place China as the world's fifth largest weapons exporter, SIPRI said.
In particular Tian said that one of China's success stories as a weapons exporter has been in the area of Unmanned Aerial Vehicles (UAV), commonly known as drones, which have been used in conflicts in both Libya and Yemen.
More arms exports increases the risk of weapons proliferation, but China's entry to the world stage of weaponry sales is of special concern to the researchers since Beijing has not signed on to many of the arms control regulations that exist, including the Arms Trade Treaty approved by the UN General Assembly in 2013.
"There is no binding system that can hold China and these exporters accountable," Tian said.

Liftoff from the coastal Wenchang Satellite Launch Center occurred at 9:34 a.m. Eastern. Launch was initially confirmed by images and footage shared online by distant spectators.
The China Aerospace Science and Technology Corp., (CASC), which developed and manufactured the rocket, typically announces launches following declaration of mission success. Similar mission profiles are usually announced to be successful around an hour after launch, but no announcement was made.
State news agency confirmed failure (Chinese) just under two hours after launch, with no cause nor nature of the failure stated. An investigation into the anomaly will follow.
The payload for the launch was earlier stated to be named ‘new technology verification satellite-6’. No further details were released ahead of launch.
Measures to counter the spread of the novel coronavirus have been in force at Wenchang spaceport, though launch campaigns continued.
The launch preparations were conduced discreetly at Wenchang. No announcement of rollout was made nor were airspace closure notices issued. Previous launches from Wenchang, including the return to flight of the Long March 5 in December, were live streamed.
Preparations for the test flight of the Long March 5B are also underway at Wenchang. It is unclear if the Long March 7A failure will have any impact on the launch planned for mid-late April.

Tanker variant of China’s Y-20 set to emerge: report
New variants of the Xian Y-20 strategic transport look set to make their public debut, as the four-engined type assists relief operations related to the Coronavirus outbreak in the city of Wuhan.
In addition to the transport variant, a tanker variant and an airborne early warning (AEW) variant are planned, according to a Global Times report citing Teng Hui, who commands an air force aviation regiment and is a Y-20 pilot.
“The Y-20 cargo plane has variants like the Y-20 aerial tanker and Y-20 AEW aircraft,” he says. “I believe that people will see our Y-20 aerial tanker debut on the battlefield in the not too distant future.”
Global Times adds that the tanker variant will carry 90t of fuel, three times more than the smaller H-6 that China uses for tanking missions. It is likely to appear before the AEW version.
A tanker based on the Y-20 would use the hose-and-drogue refuelling method. It is understood that China is considering having a refuelling pod under each wing, with possibly a third hose deploying from the aircraft’s tail.
In addition, the Global Times story states the AEW version of the Y-20 could use a conformal array instead of the traditional rotating dish. An electronic warfare variant could also be developed.
At Airshow China in 2016, Avic also revealed a proposal for a commercial version of the aircraft designated the Y20F-100.
Meanwhile, the People’s Liberation Army Air Force (PLAAF) Y-20 fleet has featured prominently in Chinese media coverage about airlift operations to the city of Wuhan, the epicentre of the Coronavirus crisis.
In mid-February East Pendulum – a French web site that monitors Chinese military developments - estimated that PLAAF Y-20s had flown 569 emergency personnel to Wuhan, or 60% of the relief personnel transported by military airlift. It estimated that the IL-76MD, by comparison, flew in 272 personnel, and the Shaanxi Y-9 just 106.
The Y-20, which entered service in 2016, is powered by four Soloviev D-30KP-2 engines, the same powerplant as the IL-76MD. Development work continues on a more powerful indigenous engine, the Shenyang WS-20.

NATUNA ISLANDS, Indonesia — Dedi knows where the fish run strongest in Indonesian waters off the Natuna islands. The Chinese know, too.
Backed by armed Chinese Coast Guard ships, Chinese fishing fleets have been raiding the rich waters of the South China Sea that are internationally recognized as exclusively Indonesia’s to fish.
While Mr. Dedi catches the traditional way, with nets and lines, the steel Chinese trawlers scrape the bottom of the sea, destroying other marine life. So not only does the Chinese trawling breach maritime borders, it also leaves a lifeless seascape in its wake.
“They come into our waters and kill everything,” said Mr. Dedi, who like many Indonesians goes by a single name. “I don’t understand why our government doesn’t protect us.”
Wary of offending Indonesia’s largest trading partner, Indonesian officials have played down incursions by Chinese fishing boats, trying to avoid conflict with Beijing over China’s sprawling claims in these waters. But with the Chinese presence growing more aggressive, fishers in the Natunas are feeling vulnerable.
“There was a vacant period, then China came back,” said Ngesti Yuni Suprapti, the deputy regent of the Natuna archipelago. “Our fishermen feel scared.”
The latest episode occurred in February, fishers said, when Chinese fishing boats flanked by Chinese Coast Guard vessels dropped their trawl nets yet again. It seemed as if the coronavirus outbreak peaking in China at the time hadn’t diminished the country’s global ambitions.
The Indonesian fisheries ministry, however, denied any intrusion by the Chinese. The Indonesian government does not provide data on incursions by foreign fishing boats.
China’s illegal fishing near the Natunas carries global consequence, reminding regional governments of Beijing’s expanding claims to a waterway through which one-third of the world’s maritime trade flows. But local leaders in the Natunas don’t control what happens near their shores.
“We only have authority over our land,” said Andes Putra, the head of the Natunas’ Parliament. “The provincial and central governments handle the seas.”
Yet with multiple agencies responsible for protecting the seas — the navy, the coast guard, the marine police and the fisheries ministry, to name a few — decision-making is diffuse, analysts said.
“There is a lack of a single coherent lead agency or a single coherent policy for maritime security,” said Evan Laksmana, a senior researcher at the Center for Strategic and International Studies in Jakarta, the Indonesian capital. “The Chinese can take advantage of that.”

In recent days, China has conducted military drills and deployed large-scale military assets to the maritime area while at the same time officially celebrating strides made in exploiting disputed energy resources in the fossil fuel-rich sea.
While some see China’s nationalistic messaging as a bid to rally its people during difficult Covid-19 times, others view the increasingly aggressive naval maneuvers as a bid to exploit America’s weakened condition to secure new advantage in the hot spot theater.
Rival Southeast Asian claimants are also in a compromised strategic position as they contend with worsening Covid-19 outbreaks.
The Philippines and Malaysia, both at territorial loggerheads with China in the sea, have both recently placed their administrative and commercial capitals under weeks-long, military-enforced lockdowns.
Philippine President Rodrigo Duterte and top security officials including Defense Secretary Delfin Lorenzana are in self-imposed quarantines, with Armed Forces of the Philippines (AFP) chief General Felimon Santos Jr recently testing positive for Covid-19.
The US, the long-term guarantor of the region’s law-based order, is now grappling with the world’s worst outbreak with nearly 190,000 cases, forcing the White House to implement extraordinary measures including the largest economic stimulus package in its history.
The Pentagon, meanwhile, has been mobilized to help combat the epidemic under the Defense Production Act, which allows the US military to provide critical health services, and produce and transfer desperately-needed medical equipment to civilian agencies and facilities.
