50% > 0%.

For restaurants this is very easy, people will go out to eat on all days of the weeks.

"Ford told reporters during Thursday's address that new modelling numbers for provincial COVID-19 projections will be gathered this week, and could be released as early as next week. "

Already need new models because the ones just released were so off
We in Canada are fuked. No one is seriously questioning the models, everybody seems to be content living off of the dole. So much fright on Twitter.

Restaurants operate on thin margins. Fast food may survive, but what about your local spots? Theaters have been taking a chit for a while and rely on massive blockbusters to tide them over. A lot of business models actually rely massive crushes of people every so often.

Honestly, despite often being the only one in my building's gym, half the people here work in the hospitals.

Think I'm going to find a good stowable bench and some spinlocks after things reopen and get it done that way.
Nah, fukk that. I’m not doing that.

Restraining order? WTF?! lol.

Gym I go to is not a big gym. Very basic and a bit tight, and certainly those expensive type(Worlds/Planet Fitness), so it attracts a lot of people. But I lift closing time anyway 8-10pm, which is pretty much empty by 9pm. Sometimes due to work, I have to go noon time or first thing in the morning... a bit more people.

With their sustained 14 decrease.. is that starting today or any 14 day period. Like California has been sustaining a decrease for 14 days in new cases now. So is NY (technically). I’m sure everyone would be ok with California starting to reopen. But no one would be ok with NY.

They talked a lot about how this is based on communities that are: lightly impacted, recovering with some community spread, heavily impacted. But none of the metrics actually tell you that. If anything some small rural counties might be seeing an increase but their case load is so little it’s manageable. But NY is by this definition... ok to start phase 1 once they get enough PPE, still seeing thousands new cases a day.

Nobody is to open without robust testing in place for healthcare workers, including antibody testing. Requires two weeks of both declining reports of new cases and also either declining total cases or declining percentage of positive test results.

Phase 1, in part: Receptions, trade shows, and similar gatherings are still a no-go. Schools are to remain closed. Venues such as gyms, theaters, and sit-down dining can't re-open without physical distancing in place. Bars are to remain closed. Vulnerable individuals such as the elderly, diabetics, people with high blood pressure, and the obese are to remain locked down and people who live with them are warned to reconsider returning to work.

Phase 2 can only start once there's clear evidence that Phase 1 isn't causing a rebound in cases. Schools may resume operations and bars are allowed to open only with diminished capacity. Non-essential travel may resume.

Phase 3 can only start once there's clear evidence that Phase 2 isn't causing a rebound in cases. Unrestricted staffing of businesses may resume and situation will be reasonably close to normal at that point. Employers are to continue disinfecting and monitoring employees for symptoms.

Face coverings are listed as encouraged for "all phases". Businesses will continue disinfecting and monitoring employees for symptoms indefinitely, and are to bar symptomatic employees from the worksite. Guidelines propose either statewide or county-by-county implementation.

yeah if gyms open up i'd only be comfortable going like first thing in the morning or late at night. Can't think of any other setting that encourages transmission as much as a gym would lol.

You believe the federal government should mandate every business opening, or not, in the country? And nobody has any say except Trump as the final word and decider of everything for everyone?

This isn't very well written, but by my reading, it requires both 14 days of declining new cases and also 14 days of either declining active cases *or* 14 days of declining positive tests as a percentage of all tests, with either a flat or increasing volume of tests. It also requires that hospitals be able to treat all their cases without being in crisis mode, or at least that's what I think it's saying.

I believe NYC has actually only been on a downward trajectory of new cases for a week, and that the state is still accumulating total cases rapidly. I don't know about testing percentages, but I doubt we're anywhere near two weeks of improving percentages.

Pretty safe to say that Phase I will result in a rebound of cases. Expecting it won't isn't realistic. But you have to start getting people back to work and just have to try to keep the increase manageable now that it's clear who is most at risk and that the fatality rates are lower than feared. Have overflow facilities like many states are doing and let it work its way out. You're gonna break some eggs making that omelet but what's been going on up to this point is more like carpet bombing all the hens to prevent any omelets from being made at all.

I'm not making that argument. My argument is that 50% is not enough. We're focusing on opening up, that's half of what we need. We need testing and assurance that this chit is either gone, or handled. Hell, open up the whole fukkin economy-you think theaters and restaurants are gonna be packed?

Like I said, I think if this is the plan, a lot of this country is going to be stuck in Phase I and trying to tamp out embers indefinitely. No timeline is given for monitoring for rebounds that I saw, but deadly outbreaks in nursing homes, etc., are inevitable. I would be surprised if many universities are able to resume dorm life in the fall.

Outside of yesterday where the 3800 fatalities got added officially (also added to cases), our highest daily cases was April 4th. Not a day to day decrease but trending down with a day or two of increase from the day before but still overall decrease.

I see your point though. This is way too vague. Might be intentionally vague to give room for governors to do their own thing.. and to take accountability off the federal government for those decisions.

It says you have to qualify for phase 1 again to start phase 2. So minimum of 2 weeks of sustained decrease.

It's still up to them.

But now there's a bar. People can now say that there is a path forward. They can put pressure on their governors to follow the guidelines.

But you, just keep hiding. What kind of joyous life you must lead being able to cower indefinitely.

Spot on to why it's vague.
