I've read that complaint mention before, about public schools being a pipeline to prison for to many kids. I imagine the problem being that the government run schools provide poor education for many inner city kids. Uneducated kids are more likely to run afoul of the law.
Charter schools, which have greater flexibility in how they can teach, have done a much better job of educating school kids. I can imagine there isn't a prison pipeline from charter schools to prison. It's not surprising that there is a wait list to get into charter schools of about 1 million students, most being black and latin Americans.
Sadly teacher unions and Democrats hate the success charter schools have had.

You can take out all of the Harvard students and have them swap places with the worst community college in the US and by the next year that college will be top 5.
The tests have been done. The worst schools often have the best funding, they throw a fkload of money into these schools but still can't fix the problem. It's like trying to put perfume on shyt.
The kids come from broken homes, bad influences around them, culture that discourages academia and encourages crime etc. So collectively, it's an uphill battle for any of them to go against the grain. The neighborhood needs fixing but before that, culture needs fixing, whether that's community or race culture.
