How do people with loud barking dogs not make an attempt to shut them up?

My neighbors got a dog about a year ago and they never tell their dog to be quiet. I know that they're in the backyard with the dog and the dog is barking and they just continue to have a normal conversation and completely ignore the dog. In the meantime, the dog keeps barking. What the actual fock!? Who does that? It's annoying as hell.

Same thing with kids and women. Nobody ever shuts them up anymore.

I can't stand yappy dogs. I'm very fortunate my doggo doesn't bark much unless he sees other dogs or cats out the window. And when it thunders or if fireworks are going off. As soon as I tell him to stop, he does. Hims a good boy.

Yo Kaz! Unfortunately, my eyes are getting worse than my hearing. I can hear the dog barking, but I can't see what it looks like!
