Is that bad? My resting heart rate is in the 60βs

mine is around 53-55. If you workout a lot, it shouldn't be in the 60s.

Best way to test resting heart rate is first things first in the morning. Moving around/ drinking coffee can drastically change your heart rate. My heart rate is usually 58 but can stay as high as 80 an hour after a run.
