id say up the volume of the raises too but your shoulders just aren't firing like they should with the movements you're doing. Really make a point to burn your shoulders out and nothing but your shoulders and see how things progress

I'd leave the shrugs for a while. Because obviously you know how to train them and gain size on them, so if they ever lack, you have them up to par in no time.
Your shoulders aren't small compared to your arm, it's just that your traps are really big compared to the whole arm from shoulder down to forearm.
So the advice of more shoulder work could probably be: focus on arms and shoulders the coming period, and you say you focused on SS now you want more hypertrophy - I can suggest watching Victor Costa's videos on shoulder and arms (or whatever bodypart) and notice how much time he spends on talking about the mind muscle connection, aka focus on the contraction instead of getting the weight from A to B

It's time to focus now. Not gonna lie It's really boring when you're NOT able to feel that specific muscle while trying to hit it.
