Depends, when I live in a small appartment building or a duplex, triplex, yes I introduce myself and chat with them, if we both have time, whenever we bump into each other.

I've also lived in huge apartment buildings and never introduced myself but I would say hi and talk to random neighbours sometimes. I like working on my social skills and meeting new people so win-win.

Edit: When I move to a new location I introduce myself to my neighbours if there aren't many (suburb, country, duplex, etc)

I live in a small building of people who I have nothing in common with, so it would be rare for me to ever do more than say hi.

However, I'm thinking of getting an apartment in the downtown of my city in a building with a bunch of young professionals with high incomes, and in that case I'll socialize a lot with others. Gotta meet people to go out with and such.

Have talked a bit with the neighbours on one side but they don’t speak great English. Neighbours on the other side are around my age and we’ve chatted a lot, texted, built our fence together

Got pretty close with a neighbour two doors down, my woman was legit sad when she moved. I travel a lot for work so am more removed by default, but they were cool. Also knew their neighbour on the other side, took our dogs out for walks together, etc

Having a dog helps

We talk to neighbors down the street the most. Neighbors across the street are cool but don't really talk unless we need to. Next door there's a hot single mom who seems to come out and do yardwork whenever I do but they're otherwise pretty reserved.

I have a good feel for whats going on though.

At a minimum I like to know their names and such. I am like the big protector of the place.

Neighbors next to me are losers. Neighbors across from me are weird. I did call the cops on a ******* neighbor a few houses down for improperly disposing his tree brushes on the side of my house when city ordinance instructs home owners to put them in front of your own pukking home.

Needless to say, that ******* had to move them all back to his house otherwise he'd get a $500 fine. LOL It was priceless so to see that ******* in 100 degree weather suffer.

I hear them chatting all the time and they usually keep their doors open in the evening.
