Miscers are on point. Grave of the fireflies and that episode of futurama are already posted. I’ll go with Mufasa dying in regards to a sad scene from childhood. If we’re just talking cartoons, Cowboy Bebop had some sad moments, as did a number of other anime (angel beats being a good example).

Captain Planet, this episode is called"Population Bomb"
The episode where they are teaching you about over population contro. The ending to that was really sad. They visit this hidden society of rat-like people who are dying off due to overpopulation. The final scene is basically their world is ending and their rat friend goes "don't make the same mistakes we did.... don't waste all your resources and let your world get too populated like what's happened to us" and as he's saying that their world is pretty much ending in a flood.
EDIT - The episode is called "Population Bomb" not "Numbers Game"
and the ending line is " My people and I are doomed. But yours can still be saved. Don't let this happen to you. Don't let there be more people than your world can hold. "
