If there was ever a time to aim for the leg it was this incident.

This is the correct answer.

The cop should have radio'd for a social worker the moment he saw the dude come out with a knife.

If that didn't de-escalate the situation, then he should have used his taser and let the perp get a few quick stabs in just to make absolutely sure he was actually a threat before shooting him.
