No. And this is not a very good idea, particularly if you’re using anywhere near maximal weights.
To shrug in an overhead position like that would force your upper back and scapula to lose tightness.
Losing tightness when you have 200 or 300 pounds over your head is not good.

There's no such thing as bad movement. Your rotator cuff wont explode from shrugging at the top of a press. rotator cuff injuries are actually very overrated, but bad pts love selling the narrative because it's easy to sell placebos to people in pain and A LOT of people will experience shoulder pain in their life.

It is possible you are doing shrugs without too little ROM and too much weight. Your traps look big in your avi but I'd assume your lower/mid traps are weak which can cause shoulder pain.I have noticed my shoulders being tight lately, I wonder if it's from shrugging at the top. I can't finish 50reps with a 25lb KB without stopping yet - break it down in 15/15/10/5/5 but I don't put the bell down in between. I tried the 45lb plate once and that is A LOT but I like the high reps better. I did 100 reps once with the 10lb plate but by the end I wasn't feeling it in the muscles and was likely just winging my arms through the motion.Gonna try this

Nope. Do you mean for a stronger lockout? Actively think shrugging? Could lead to neck sprains.
