1. The severity of the crime at issue;
2. Whether the suspect poses an immediate threat to the safety of the officers or others; and
3. Whether he/she is actively resisting arrest or attempting to evade arrest by flight.
Rangers framed it in such a way that the use of force is the center of the investigation and whether he exceeded the scope of deadly force use in the state. It does not appear as though they are taking another route.
The problem with the use of force is that there is a human on the other side of the application. I'd like to see more facts and make a better analysis. Hopefully, justice is being served. There is no excuse to apply deadly force to a passive resister that is unarmed. This is looking to be the case.

Very sad situation. Sounds like murder. They need to train cops better. Non compliance is not an execution worthy event if the guy is just walking away. There are situations where I can see the cops point of view - suspect is not cooperating and maybe his intention is to get to a weapon. Not in this case though this is a murder. I think if you asked this guy if he meant to shoot and kill him it was a heat of the moment thing. I don’t think he set out that day to kill an unarmed man. That said in this case i cant give him the manslaughter a mistake was made pass. Guy is not a threat or armed and you executed him.

i'm not gonna get involved in this conversation, but im just gonna say when i first read the story i was on mobile and didn't see the image. read it.. didn't think about race. then i clicked on the image and he was black
i'm annoyed that this was made into another race issue; maybe more so that this was made about race with the facts presented.
there could be any # of reasons as to why they accidentally shot him or "murdered" him (even though it may have been murder it was prob not with intent)

It's unfortunate that he was shot, but he shouldn't have been trying to break up a fight, and he shouldn't have resisted. People need to mind their business. Let's hope the cop actually gets punished for this.
