A Blue card requires that you:

-have received a binding job offer for at least one year in Austria and the employment corresponds to your education,
-will earn a gross annual income of at least one and a half times the average gross annual income of full-time employees (in 2020: at least € 63,672; annual salery plus special payments),
-and the labour market test (Arbeitsmarktprüfung) shows that there is no equally qualified worker registered as a jobseeker with the Public Employment Service (AMS) available for the job.

Why do they look much different then the soviets of the 40s? When I look at old ww2 footage, you'd see a lot of blonde haired, blue eyed soviets, but in this photo there isn't even one(yes its now just Russia in the photo, but still back then there was a lot of Russians in the soviet union as well)?
