The goal isn’t even to waive the crime totally. The proposal was meant to consider alternative forms of punishment.

To me it is a lot different if someone steals food because they are hungry than someone who has what they need and steals just for personal gain or so they don't have to work to get it. Also consider if the person they are stealing from, their situation is to be considered. Fact is that most judges DO already consider these things.

On the other hand you have these strung out druggies that just steal so they can get a fix.
