The death toll in America would likely have been in the thousands (or tens of thousands) even if there had been a strong, coordinated national response that marshalled every resource of the country.

I think it's FAIR to say that - at the very least - the large majority of causalities are due in no small part to his criminal negligence & purposeful efforts to undermine public health measures (see: face masks). But that's quibbling over semantics; the buck stops with the manager.
