It seems that the powers that be care more about the big guy (the ones going 140% short) than they do the little guy (the ones now taking advantage of it). So I don't see that happening. I admittedly don't know much about this stuff at all, but couldn't they just make it so that if/when a firm goes 140% short, it just isn't public knowledge? Seems like how they could still allow the rich to get richer, and the little guy to continue getting boned.
