Joe Biden died of a brain aneurysm in 1988. they managed to reanimate his corpse and fill it with certain radio devices which enable it to be piloted from a remote location. the relay device inside his brain allows an operator to feed him lines, but it has its limitations due to the fact that all transmitters must be placed inside the skull as to avoid any suspicion a surface-mounted antenna may cause. likewise, if they had simply placed a speaker in his mouth to imitate speech, people may notice, so they use the actual vocal chords controlled by the brain. they accomplish this by wiring into the part of the brain that comes up with words before you say them. this process is also not without its bugs, due to the nature of the brain. important to note is that this puppet is a fully-functioning body of a man, only without a soul.
