Though even if the above is true, it seems there is a correlation with poverty being a factor and upbringing, which then brings in the cultural discussion, where the genetic part might be a non factor or little factor in comparison to a persons status and culture they grew up in. But I would say its possible all 3 can be contributing factors to varying degrees. Though the reason the race issue is the least effective to focus on is because a persons race and genetic makeup isn't something they can change, where a persons wealth and culture they are exposed to can be changed.

Low income whites we’re not as dramatically affected because they were not targeted specifically by policy, only by general policy like welfare. Therefore, crime among low income whites is not as bad as crime among low income blacks. The disparities between blacks and whites was dramatically increased through government interference.
Crime in general is a Socioeconomic issue, but culture plays a major role in its severity. The reason why this is important is because we need to understand how government is the major issue, not capitalism, and not freedom and liberty. If we don’t figure this out, we will not move forward as a country and improve our situation.
Whether you want to call it classes,
or culture, it doesn’t matter. Government interference makes things worse for everyone. We shouldn’t be looking at class, we should be looking at that. And the only way to understand that, is to break cultures down and realize how they are influenced and the outcome, like crime and poverty.
And that doesn’t even cover the public school systems, which also played a major role in this. When the schools were mostly a free market entity and there was more of a free market in teaching, each class and culture did better as well. Teachers were much better than they are today

Something very important we have to keep in mind are the concepts of forward and backwards logic. if you feel that everything is holding you back, it will more likely hold you back. If you believe that nothing can hold you back, you are more likely to succeed.
The more poor someone is, The more of a negative feedback loop they create for themselves with backwards logic. If you ever read Nietzsche, Von Mises, Jung, and other psychologists on socioeconomics and culture, you learn that the poor loses their forward momentum. When a class or culture is told that they are being held back, especially by such a powerful entity such as the government, whether it’s true or not, they tend to believe it so much that it affects them. Imagine being told you are less likely to succeed because of the way you were born, whether it was true or not. You would feel hopeless.
Another way to look at it, is how you value the means and the end. In praxeology, one would say a man of action places the same value on the means and the end. To the poor, and especially to African blacks, the means is just too difficult, overwhelming, and just not worth it for the end. So they value other things more instead, like materialism.
Milton Friedman had actually come up with a plan to help give the poor a jump forward. The problem we faced, was that bureaucrats would have to give up their jobs and Democrats would never get a vote ever again because it was based on conservative principles.
White Liberals create backwards logic. They really are the enemy of the black man, as Malcom X had said so many times.
