How to cancel a tip for a dominoes driver? 25 mins late

Gave a 7.50 buck tip for a single pizza. Guess what, your tip is gone. And I will never tip your chithole again.

Can you cancel this chit with the credit card company or what?

How do you know it's the delivery driver's fault? In the past when my pizzas were way late it turned out to be the people making the pizzas were slacking and incompetent, not the drivers.
