I feel like what they mean is they can put ANYONE in office and run their agenda still. So even when you have a candidate you think is strong and unstoppable they can insert someone who's had NOTHING to do with politics and have them win. Flexing their power. That stuff has been "well-known" for a long time. In fact the card game is based on my dad's favorite book Illuminatus (bestseller back than), which in turn was based on conspiracystuff stoned hippies talked about, which was just rehashed from earlier versions.
Any person, who read some basic literature about secret societies or the history of conspiracy theories could have made that game.

That's exactly my point. Mix that with being aware of the political climate in the world back then, surely some, or even a lot of the cards will turn out to be right sooner or later. If they wrote the year of all the events on all the cards (for some reason), and they all happened at the correct said year, then my eyes would widen
