Why can't they just let everyone who is in there for stupid chit like non-violent drug offenses out?

Please can someone explain the lefts obsession with criminals? I'm all for rehabilitation and steps to prevent crimes taking place in the first place but surely after violent crimes have been committed a civilized society must punish them?
