I don't understand what goes through somebody's mind when they do something like this, like what did this woman expect would happen if she spit on somebody?

That said, in the current environment I place part of the blame on anybody that tells somebody else in public they do not know to put on a mask, its such a divisive issue that pro-mask people should already know that if somebody is not wearing a mask they should expect some level of retaliation
