I wouldn't say it's a conspiracy. Hospitals profit from it and therefore it is pushed hard. Look no further than the "balanced" diet pushed by the government to see what kind of propaganda is out there.
Also not sure I follow ur poor = circ argument cos many European countries with like 98% uncircumcised have citizens that are better off on average with less wealth disparity
