So no sinkhole, just 9 million worth of damages that needed repair that the owners disregarded. Abundant cracking in the columns, beams and walls in the parking garage. Crazy how so many buildings have been built and all seem to be doing okay.

No, its to not get sued

think about it. dig slowly, dont cause further collapses, at least you didnt kill anyone that survived.. or dig quickly, take risks, but pull a few people out that wouldnt have survived the first approach..

The second approach is more effective at saving life. But cant do it because of the chance of being sued. Merica.
