He's sending in troops to ensure a safe return of every American. As in all the workers in the state dept and embassy, including the soldiers already there. Also bringing back any usable equipment and various items.

According to the media, lower and upper houses approved restrictive laws that infringed upon human and civil rights because "muh, there's allegedly a virus". Perhaps, if citizens of the west acted like medieval warlords in reaction to civil and human rights infringements, it would have made legislatures think twice about openly pushing restrictions which infringed upon human and civil rights.
