What is the welfare/benefits system like in Russia? Russians have a long history of dealing with subject populations as a land empire, I'm sure they can manage them far better than Western countries

There's not a lot of money for entitlements, that is the only reason they don't have a more robust welfare system. A minor republic in European Russia on the west of the Urals populated by less than a million people: 65% of which are ethnically Russian and about 20% of which are of Finno-Ugric stock-- aka "natives". They have their own (completely dead) language-- Komi. Children who grow up in the Komi Republic, regardless of ethnic origin, are required to learn Komi language. Their schools are conducted in this language, so it's not a trivial adaptation-- they have to know the language.

No one outside of this region speaks this LARP language. It is not similar to other languages in the region. Think of it like Irish resurrecting their own language after 40 years of or whatever they did. I could list dozens of similar examples-- Buryatia, Tatarstan, Tyva, Dagestan, Chechnya (I could go on, they all have their own languages-- most of which are completely dead, save for the fact that they are taught in Russian schools). This is how Russia maintains their pseudo-imperial control over these smaller nations-- they cuck at every possible opportunity to the local populations so long as they keep paying taxes and don't fight a war of independence.
