If you make $250,000 a year and get a raise every single year, but...
If you finish the work the job disappears entirely but you have no time limit on how fast or effective you need to work. Would you ever complete your assigned task?
Cliff notes:
250k a year
You have an assignment to that job with no time limit for completion
If you don't finish you keep getting paid and also get bonuses.
This is what the person "solving" Los Angeles' homeless problem gets paid and does. Would you take the job?

When you have a job to solve something that's "unsolvable" the incentives should be tied to metrics (like any job). So if you have a population of X homeless people, your first task should be to identify root causes of homelessness and try to reduce X by 25%. If you can constantly reduce homelessness by 25% (or something close) then within 10 years it should no longer be a major problem.
The issue is there is no actual goal or incentive to do anything. Same as any political position.

Theres no solving that cause…its about mitigation. They should provide incentives to that position with their flat rate. It should be that whoever is in that position should be trying to house or create social programs to mitigate it and reduce it.
If the number is stagnant or reduced then they should get some type of bonus, if it increases they just get their flat pay, the flat pay should not be as much as it is right now.
