It would be way easier to find compromised pharm techs in Mexico than here. If doctors or nurses are being fired, and they are the ones with direct access to the goods (vax cards and database), no way can a Joe off the street find some pharm tech to play along. They'd probably call the police on you for even asking.

And there is a database, I assure you. This is still a trial and every lot # is entered into the system with a name, DOB, and address attached.

it goes into the state database

and its going to be pretty hard to get one to falsify it, most are vaxcels and drank the koolaide so they arent interested in helping antivaxxers. Then the rest, they arent goint to help a stranger, they are probably worried you are some undercover agent or some chit and paranoid about losing their job or being criminally charged, they arent going to take the risk for 100 buck of whatever you think you could pay them.

Is Vaccination fraud even a crime? I guess a pharmacist reporting wrong stuff is illegal, but is asking a pharmacist to report wrong stuff illegal? Like if I go to the bank and ask the teller politely to fill up a sack with money, and they say no, am I doing anything illegal?

If your intent is to genuinely commit a fraud, it would be my obligation to report you to the authority. So yes, if you’re purposely bribing me with money, as dumba$$ OP suggested, to falsify vaccine report, i would hand your ass over to the police.

the main issue with Mexico is not that you cant bribe a pharmacist, it isthat all COVID vaccines are controlled by the local feds and we have a federal vaccine passport through a single national database.

Makes it easier to bribe a small shop pharmacist
