I'd buy a 93 accord ex (f22a6) and mod it with a few grand. You'll still have 10k left and you'll probably have 160-170 hp/torque. n/a single cam torque rips. 170 might not seem like much but I bet you'll wreck most low end turbo cars in stop light encounters. Unless they're AWD

If you're savvy enough to drop it into a civic hatch, you'll probably spin a bit in 3rd.

Manufacturers lose a lot of money selling cheap new cars. Toyota recently dropped their 15k segment and is making you buy 20k+ cars now.
