No, if you were drunk all the time, then the feeling becomes the norm and there'd be nothing special about it. In that scenario, a person would long to feel sober, and sobriety would have the same pleasure as being drunk.

When I said no health consequences, that includes hormones such as serotonin and dopamine staying the same. There would be no down period.
